Agenda and minutes

To confirm and sign the minutes of the previous meeting held on 29 February 2024 (attached herewith).

Minutes of the last meeting, held 29 February 2024, were confirmed as an accurate record.

Apologies were received from Councillor Saunders.

Disclosure by councillors of personal interests in matters on the agenda, the nature of any interest and whether the councillor regards the interest as prejudicial under the terms of the Code of Conduct.

There were none.

Items not on the agenda which the Chair of the meeting is of the opinion should be considered as a matter of urgency by reason of special circumstances as defined in Section 100B(4)(b) of the Local Government Act 1972.

The Chair reported there were no urgent items.

To deal with written questions from councillors pursuant to Council Procedure Rule 12.3 (page D8 of the Constitution).

There were none.

Report of the Chief Executive.

Jo Dunk, Lead for Regulatory Services, presented the report and the Chair then invited comments and questions from the Committee.

The Committee welcomed the review of the Council’s Statement of Gambling Principles, to reflect the Gambling Commission Licence Conditions and Codes of Practice which came into effect on 30^th August 2024.  Members considered and voiced support for the proposed changes and noted the clear wording of the amendments.

On conclusion of the discussion, Councillor Maples proposed and Councillor Kortalla-Bird seconded to agree the recommendations.

Resolved (unanimously)

1.    To approve the recommended changes to the Statement of Gambling Principles for Lewes District Council

2.    To authorise the Senior Specialist Advisor to start a six-week consultation with the public, trade and interested bodies.

3.    That, following the consultation period, the Lead for Regulatory Services, in conjunction with the Chair of the Licensing Committee, be delegated to consider the consultation responses and make any minor changes to Lewes District Council’s Statement of Gambling Principles and then recommend the same to Full Council for approval. That in the event of substantial changes being suggested by the consultation, a report be brought back to the Licensing Committee.

To note that the next meeting of the Licensing Committee is scheduled to be held on 23 January 2025 at 5pm, in Room 2009-210 Marine Workshops, Railway Quay, Newhaven, East Sussex, BN9 0ER
