Election of Chair of the Sub-Committee for this meeting

Minutes:

Councillor Mayes proposed and Councillor Goodyear seconded that Councillor Collins be appointed as Chair for this meeting.

 

Resolved: That Councillor Collins be elected Chair of the Sub-Committee for the duration of the meeting.

Declarations of interest

Disclosure by councillors of personal interests in matters on the agenda, the

nature of any interest and whether the councillor regards the interest as

prejudicial under the terms of the Code of Conduct.

Exclusion of the public and press

To consider, under Section 100(A)(4) of the Local Government Act 1972 (as amended), excluding the public and press from the meeting during the discussion of Item 4 on this agenda, as there are likely to be a disclosure of exempt information as defined in paragraphs 1, 2 and 7 of Part 1 of Schedule 12A of the Act. It is considered that the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

 

Minutes:

RESOLVED: that, under Section 100(A)(4) of the Local Government Act 1972 (as amended), the public and press be excluded from the hearing as there was likely to be disclosures of exempt information as defined in paragraphs 1, 2 and 7 of Part 1 of Schedule 12A of the Act. The public interest in maintaining the exemption outweighs the public interest in disclosing the information.

Determination of 'fit proper' status of an applicant in relation to a new Dual Drivers Licence.

Minutes:

Those attending were introduced, and the Chair of the Licensing Sub-Committee welcomed all parties to the hearing and detailed the procedure for the hearing.

 

The Specialist Advisor for Licensing, Trevor Moule, presented the report and supplementary information to the Sub-Committee and summarised the details.  The Applicant had declined to attend the hearing, although Officers had offered him the opportunity to rearrange the hearing.

 

Following all the evidence presented, the Sub-Committee retired to consider and determine the application.  The Lawyer was in attendance to assist with any queries.  The Sub-Committee provided the following decision:

 

Resolved: The Sub-Committee resolved to refuse the application from the Applicant, for a dual driver licence.
