The Leader of the Council is required to determine the proposal to increase the fares, as set out in Table 2 and Appendix 2, as recommended by the General Licensing committee, along with the recommendation to delegate the Senior Specialist Advisor to comply with the statutory process of publishing the proposal.

Decision:

Having accepted the recommendation made by the Licensing Committee held on the 11th March 2019 I agree that the fare proposal should be notified in the local newspaper by the Senior Specialist Adviser. The notification shall be subject to a 14 day period of public consultation. Public consultation has to take place before any increase in hackney carriage fares. A further report will have to be prepared showing the results of this consultation.

 

Should objections be received Members are asked to delegate consideration of the objections to the Licensing Committee. If no public representations are made within that time then the proposals are adopted. Should any representations be made within that 14 day period then a report will be taken to the Licensing Committee within a two month window as prescribed in law.

(1) To note progress in respect of the Land Collaboration Agreement (LCA) between the two landowners - Lewes District Council and North Street Quarter (NSQ) Ltd. and programme for NSQ Ltd’s appointment of a Developer.

 

(2) To delegate authority to the Director of Regeneration and Planning, in consultation with the Leader of the Council, Cabinet Member for Strategic Development, Chief Finance Officer and Assistant Director – Legal & Democratic Services, to acquire various third party interests at the NSQ site.

 

(3) To delegate authority to the Director of Regeneration and Planning, in consultation with the Leader of the Council, Cabinet Member for Strategic Development, Chief Finance Officer and the Assistant Director – Legal & Democratic Services to enter into a pre-emption agreement to acquire the affordable housing element of the North Street Quarter project.  This acquisition would be in addition to the previous authority granted by Cabinet to acquire the Health Hub and Car Park from the scheme.

 

(4) To allocate funding towards the costs of discharging the pre-commencement planning conditions for Phases 2 and 3 of the scheme.

10/06/2019 - Discretionary Housing Payment (DHP) Policy 2019/2020 ref: 512    Recommendations Approved

The new policy will align the policies for EBC and LDC.  The main changes are:-

 

·         No longer covering non-dependant deductions as eligible costs for a Discretionary Housing Payment

·         We will take into account if  there is a  for the rent and whether the guarantor has been approached with regards to paying arears

·         Taking into account if the landlord has insurance against rent arrears.
