Decision:

To delegate to the Head of Planning to determine the application for variation of condition 3 (Drawings) and 22 (Ground Contaminated Risk assessment) and removal of condition 17 (Internal Layout),  following grant 14/02/2020 for Proposed development of 9 houses(PC/190668) as follows:

 

a)    That the Head of Planning be authorised to refuse the variation of condition 3 and removal of condition 17 for the following reason:

 

The revised internal layout includes provision of an additional room. Although indicated for use as a home office it is clear that this non-essential room has a strong potential to be repurposed as a bedroom.  The dwellings fail to meet minimum standards for Gross Internal Area to support a 3 bedroom household (as described in Technical housing standards – nationally described space standard 2015).  The proposed development therefore fails to fulfil the requirement for healthy living conditions to be provided, as set out in section 11 of the Revised National Planning Policy Framework (2019), H1 of the National Design guide (2019) and policy D10a of the Eastbourne Core Strategy.

 

b)    That the Head of Planning be authorised to grant consent for the variation of condition 22, subject to appropriate conditions, and as detailed in the officers’ report.

Planning Application for the erection of 11 houses together with parking

Decision:

To authorise the determination of the application for the erection of 11 houses together with parking by:-

  1. Delegating to the Head of Planning to negotiate revised drawings to mitigate the concerns raised by ESCC Highways; and
  2. On receipt of updated drawings and subject to no material planning issues being raised from the consultation regime then the application be delegated to the Head of Planning to grant Planning Permission subject to conditions and a S106 Legal Agreement to cover local labour and an affordable housing off-site contribution(as set out at the end of the Officer’s report).
