(1) To note and approve the updated Lewes Town & Ringmer Council Housing Infill programme, as laid out at appendix 1 to the report, subject to a final costed plan being approved by Cabinet.

 

(2) To approve an in principle programme of Council housing on infill land in Newhaven, as laid out at appendix 2 to the report, subject to a final costed plan being approved by Cabinet.

 

(3) To note the updated development scheme at Anchor Field, Ringmer.

 

(4) To approve the sale of Housing Revenue Account (HRA) land to Aspiration Homes LLP (AHLLP) for the construction of 11 affordable rented homes at Anchor Field, Ringmer and associated loan to deliver the affordable housing. The delegations for the sale of HRA land and loan facilities are as contained in the Cabinet report of 23rd April 2018 entitled “Housing Development Update”.

28/10/2019 - Draft Revised Statement of Community Involvement ref: 559    Recommendations Approved

The Statement of Community Involvement (SCI) sets out the Council’s approach to consulting the local community and other stakeholders on planning matters. The production of a SCI is a requirement of the Planning & Compulsory Purchase Act 2004, and should explain how the Council will engage local communities and other interested parties in producing their Local Plan and determining planning applications. It is a legal requirement that any consultation on Local Plans is undertaken in accordance with the adopted SCI.

 

The Council’s existing SCI was adopted in July 2011. Since then many changes in legislation have taken place: the Localism Act was introduced in 2011, the National Planning Policy Framework was introduced in 2012 and in the same year the Town and Country Planning regulations were revised. Additionally the Neighbourhood Planning Act was introduced in 2017.

 

Before the new SCI can be adopted, it should be published for consultation with the local community and other stakeholders. It is proposed that public consultation on the draft SCI should take place for a 6 week period (+ 2 weeks for the holiday period) between 10 December 2018 and 4 February 2019, in line with the principles set out in the existing SCI.

(1) To recommend to Full Council that the 2019/20 Local Council Tax Reduction Scheme be adopted as the 2020/21 scheme.

28/10/2019 - Community Infrastructure Levy Spending Recommendations ref: 558    Recommendations Approved

The Lewes District Community Infrastructure Levy (CIL) Charging Schedule came into force on 1 December 2015 and CIL money has been collected ever since. Infrastructure providers will be invited to bid for CIL funding for 6 weeks from the beginning June. The report will present the recommendations of the CIL Management and Executive Boards following the assessment of infrastructure project bids by Members and officers.
