To seek authority to undertake a public consultation on Issues & Options for the new Local Plan over summer 2021.

(Non-key decision):

(1) That Cabinet authorise the principle of undertaking public consultation on ‘Issues & Options’ for the Local Plan for an eight-week period between 9th July and 3rd September 2021.

(2) That Cabinet delegate authority to the Director of Regeneration and Planning, in consultation with the Cabinet Member for Planning and Infrastructure, to approve and release the Issues and Options document for consultation.

To set out the statutory process to follow to make changes to the Local Council Tax Reduction Scheme.

To set out the financial implications and risks of changing from the current 2021/22 80% scheme to a 100% scheme, remove the Minimum Income Floor and the £5.00 minimum award.

(Key decision):

That Cabinet, with the objective of implementing a revised Local Council Tax Reduction Scheme for 2022/23:

(1) Authorise the Chief Finance Officer to enter into consultation with the major precepting authorities

(2) Authorise the drafting of a scheme that calculates a Council Tax Reduction of 100% of a person’s council tax liability, removes the Minimum-Income Floor for the self-employed and removes the £5.00 minimum award

(3) On completion of the consultation and drafting authorised under (1) and (2) above, authorise the Director of Service Delivery to consult with other interested parties.

This report will update on progress within the R&R programme.

(Key decision):

(1) To approve the Lewes District Council Biodiversity Strategy 2021- 2025, set out at Appendix 1 to the report.

(2) To approve the associated Action Plan, set out at Appendix 2 to the report.

This report updates Cabinet on progress implementing the Reimagining Lewes District Action Plan adopted in December 2020, for embedding community wealth building principles into the councils work, in line with the Corporate Plan.

(Key decision):

(1) To note the progress made in delivering the Reimagining Lewes District Action Plan and to agree the Re-imagining Lewes District Community Wealth Building Strategy set out at appendix A to the report.

(2) To agree £80k to fund a two-year fixed term post to oversee the implementation of the Strategy.

(3) To agree a one-off allocation of £20k to enable the development of initiatives to promote and enable social entrepreneurialism, with both additional cost items being funded from reserves.

All local authorities have local issues/impacts. The Local Validation List seeks to identify the key local information that would be required to supplement planning applications

(Key decision):

(1) To agree the publication and use of Planning Local Validation List contained at Appendix 1 and 2 to the report.

(2) To provide delegated authority to the Director of Regeneration and Planning, in consultation with the Portfolio Holder for Planning and Infrastructure, to make minor or technical amendments to the Planning Local Validation List to its publication or as otherwise required following publication.

To receive and note a report (if submitted to this meeting) giving details of employees currently subject to this policy and related financial implications. The redundancy and redeployment policy with its associated procedures is a change management process within the Council designed to provide appropriate corporate assessment, support and learning interventions for those whose substantive posts are under threat.

(Key decision):

(1) To note the actions taken to manage implications of change for displaced individuals through support, redeployment and assistance with self-marketing under the redundancy and redeployment procedure.

(2) To agree the financial implications of severance for those identified.

A planning enforcement document has been prepared that outlines the types of complaint that are received and how they we be processed.

(Key decision):

(1) To agree the publication and use of the Planning Enforcement Policy, set out at Appendix 1 to the report.

(2) To provide delegated authority to the Director of Regeneration and Planning, in consultation with the Portfolio Holder for Planning and Infrastructure, to make minor or technical amendments to the Planning

Enforcement Policy prior to their publication or as otherwise required following publication.

(1) To approve the Eastbourne Borough Council Biodiversity Strategy 2021-2025 set out at Appendix 1 to the report.

(2) To approve the associated Action Plan, set out at Appendix 2 of the Biodiversity Strategy.

(Key decision):

(1) To note the progress made with the Recovery and Reset Programme.

(2) To agree the service and organisational change proposals set out at paragraph 4.1 of the report.

(3) To formally approve acceptance of the Culture Recovery Fund grant of £1.871m from the Arts Council.

(4) To delegate authority to the Chief Executive, in consultation with the Cabinet Member for Tourism and Leisure Services, to oversee delivery of the agreed plan for spend in accordance with the Culture Recovery Fund aims and objectives, and for the Chief Finance Officer to update the budget accordingly.
