2022/23 Retail, Hospitality and Leisure Relief scheme and the extension of Transitional Relief and Supporting Small Business relief scheme

To consider the Retail, Hospitality and Leisure Business Rates scheme and the Transitional Relief and Supporting Small Business Relief scheme for businesses during 2022/23.

Decision type: Key

Decision status: Recommendations Approved

Wards affected: (All Wards);

Notice of proposed decision first published: 16/02/2022

Reason for urgency:
The matter needs to be considered by the Leader on that date because the guidance was issued late by the Department for Levelling Up, Housing and Communities at the end of December 2021 and schemes have been prepared during January 2022.
The announcement included Business Rate Relief schemes that provide support to businesses from 01 April 2022.
It is essential that the Council develops robust policies which will adequately support businesses during the 2022/23 financial year.
These are new schemes which needs to be implemented as a matter of urgency to ensure eligible businesses receive relief in the 2022/23 Business Rates bills which will be issued in March 2022, so executive approval for the scheme is being sought from the Leader. The Leader is being asked to authorise the Director of Service Delivery to implement and administer the scheme as there is no existing officer delegation in place.
