Eastbourne Houses in Multiple Occupation Supplementary Planning Document (SPD)

A Houses in Multiple Occupation (HMO) Supplementary Planning Document (DPD) is being prepared to provide new guidance on the application of existing adopted planning policy in relation to HMOs. Cabinet decision required to give authority to publish the HMO SPD for public consultation in accordance with Regulation 13 of the Town and Country Planning (Local Planning) (England) Regulations 2012.

Consultation process

Consultation on an HMO Development Plan Document (DPD) was undertaken over summer 2024. This is now being progressed at an SPD rather than a DPD, but responses to the HMO DPD consultation have been taken into account in preparing the SPD

Following authority from Cabinet, the HMO SPD will be published for consultation with the local community and other stakeholders for an eight-week period.

Making Representations: The report requests authority to publish the SPD for public consultation. Representations received during this consultation will be considered in preparing the final version, which will be presented back to Cabinet and Full Council for adoption in the summer.
