To confirm and sign the minutes of the previous meeting held on 3 August 2022 (attached herewith).

The minutes of the meeting held on the 3 August 2022 were submitted and approved and the Chair authorised to sign them as a correct record.

Apologies for absence were received from Councillors Graham Amy and Tom Jones. It was declared that Councillor Jim Lord would be acting as substitute for Councillor Jones for the duration of the meeting.

Disclosure by councillors of personal interests in matters on the agenda, the nature of any interest and whether the councillor regards the interest as prejudicial under the terms of the Code of Conduct.

For purposes of transparency in respect of Agenda item 13 (planning application LW/21/1005) Councillor Richard Turner declared that he was a member of Ringmer Parish Council and that the Applicants were known to him but that he had no personal or prejudicial interest in the item.

Items not on the agenda which the Chair of the meeting is of the opinion should be considered as a matter of urgency by reason of special circumstances as defined in Section 100B(4)(b) of the Local Government Act 1972.

To receive petitions from councillors or members of the public in accordance with Council Procedure Rule 13 (Page D9 of the Constitution).

Where additional information has been received by Planning Officers subsequent to the publication of the agenda, a supplementary report will be added to this item and published on the Council’s website the day before the meeting to update the main reports with any late information.

A supplementary report was circulated to the Committee prior to the start of the meeting, updating the main reports on the agenda with any late information (a copy of which was published on the Council’s website).

Prior to the presentation of the planning application, the Head of Planning clarified that the Applicant was not Lewes District Council, with details of the correction set out in the supplementary report.

The Committee Officer read a speech in support of the proposal on behalf of Courtney Darby (Agent/Architect). Councillor Christine Robinson spoke in her capacity as the Lewes District Ward Councillor.

Resolved:

That planning application LW/21/0548 for demolition of existing house and outbuildings and erection of three storey building containing eight residential units be approved, subject to the conditions set out in the report and supplementary report and additional conditions in respect of hedges, planting and permeable parking.

Councillor Christine Robinson spoke in her capacity as the Lewes District Ward Councillor.

Resolved:

That outline planning application LW/21/0977 concerning the scale, appearance, layout, and access for the demolition of existing buildings and erection of 7 no. dwellinghouses and alterations to vehicular access be refused for the following reasons:

1)    The number of units, layout and tight access would form an overdevelopment of the site, which would be out of character with the prevailing development and would also likely lead to pedestrian safety issues.

Resolved:

That planning application LW/21/0224 for demolition of existing buildings and erection of 6 no. three bedroom dwellings be approved, subject to the conditions set out in the report and supplementary report.

The Committee Officer read a speech against the proposal on behalf of Mr R Jain (Neighbour). Peter Young (Agent) and Barry Shoebridge (Partner of Applicant) spoke for the proposal.

Resolved:

That planning application LW/21/0014 for an amended scheme of the erection of 2 detached two storey houses and 6 detached bungalows, along with parking and associated landscaping be approved, subject to the conditions set out in the report and the additional three conditions as set out in the supplementary report.

Deborah Turner (Immediate Neighbour) spoke against the proposal. John Escott (Agent) spoke for the proposal.

Resolved:

That planning application LW/21/0988 for an amended scheme for the demolition of existing commercial buildings and construction of a residential redevelopment scheme comprising 3no pairs of semi-detached houses, new access road and turning head, retention, and adjustment of public footpath, refuse and recycling store and associated landscaping be approved, subject to the conditions set out in the report and supplementary report, and an additional condition which requires the developer to engage with the local authority in respect of mitigation concerning the garage.

Councillor Andy Holman (Chair) spoke on behalf of Barcombe Parish Council. The Committee Officer read a speech against the proposal on behalf of Mark Young (Neighbour). Alison Johnson (Near Neighbour) spoke against the proposal. Tristan Hoskin (Agent) and David Campion (Planning Consultant) spoke for the proposal. The Committee Officer read a speech on behalf of Councillor Emily O’Brien in her capacity as the Lewes District Ward Councillor.

Resolved:

That planning application LW/21/1005 for the erection of one workshop comprising 6 modular units with associated car parking on the established rural employment site be refused, subject to the reasons for refusal as set out in the report and supplementary report.
