Minutes:

Councillor Alexander was nominated and seconded as Chair for the duration of the Hearing.

Declarations of interest

Disclosure by councillors of personal interests in matters on the agenda, the nature of any interest and whether the councillor regards the interest as prejudicial under the terms of the Code of Conduct.

Exclusion of the press and public

To consider, under Section 100(A)(4) of the Local Government Act 1972 (as amended), excluding the public and press from the meeting during the discussion of Item 4 on this agenda, as there are likely to be a disclosure of exempt information as defined in paragraphs 1, 2 and 7 of Part 1 of Schedule 12A of the Act (detailed below). It is considered that the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

2. Information which is likely to reveal the identity of an individual.

7. Information relating to any action taken or to be taken in connection with the prevention, investigation or prosecution of a crime.

Minutes:

Resolved, that under Section 100(A)(4) of the Local Government Act 1972 (as amended), the public and press be excluded from the hearing as there was likely to be disclosures of exempt information as defined in paragraphs 1, 2 and 7 of Part 1 of Schedule 12A of the Act. The public interest in maintaining the exemption outweighs the public interest in disclosing the information.

Determination of 'fit & proper' status of an individual in relation to their application to hold a Dual Drivers Licence

Minutes:

The Chair of the Licensing Sub Committee welcomed all parties to the hearing and detailed the procedure for the hearing. Those attending introduced themselves.

 

The Specialist Advisor for Licensing, Michael Davis, presented the report to the Sub-Committee, summarised the details and answered questions.

 

The Applicant addressed the Sub Committee and responded to questions.

Following all the evidence presented, the Sub-Committee retired to consider and determine the application. Michele Wilkinson, Housing and Regulatory Lawyer was in attendance to assist with any legal queries. The Sub Committee returned to provide the following decision:

 

Resolved to refuse the licence application.
